Rural Healthcare Financial Partners (RHFP) is a strategic collaboration between three senior healthcare consultants, Amrish, Zoya, and Keith, who share a commitment to strengthening rural healthcare. With nearly half of rural hospitals operating at a loss and more than 400 at risk of closure, we recognize the urgent need for targeted expertise to help Critical Access Hospitals (CAHs) stay viable.
Rural healthcare is the backbone of our nation’s healthcare system. RHFP was formed to fill a critical gap in advisory services focused on improving reimbursement, increasing sustainability, and supporting long-term transformation for rural providers.
While each partner continues to lead an independent consulting practice, RHFP brings together decades of hands-on experience in Medicare and Medicaid reimbursement, healthcare finance, and operational strategy. We offer a unique combination of technical depth and practical execution to help CAH leaders navigate today’s financial challenges and secure a stronger future for the communities they serve.
Amrish Mathur is a healthcare executive with 40 years of expertise in rural health finance, accounting, and profitability improvement. He has held senior roles across investor-owned and not-for-profit systems, including HCA, Tenet, and CHRISTUS. His deep knowledge of Medicare/Medicaid regulations, gained through work with Financial Intermediary / Medicare Administrative Contractors, informs his strategic counsel to hospitals and health networks. Mathur specializes in revenue enhancement, financial optimization, and building sustainable rural health networks. With a foundation in public accounting at PwC, he brings a powerful blend of technical rigor and operational insight to every engagement across the continuum of care.
Zoya Ratner is a results-driven healthcare finance leader with 20+ years of experience in rural health systems, revenue cycle, and process optimization. She has held key roles at Providence St. Joseph Health and Kaiser Permanente. Certified in Healthcare Finance (CHFP) and Agile Project Management, with training in Operational Excellence and Change Acceleration, she blends financial expertise with operational strategy and tech enablement. Zoya excels at implementing data-driven solutions that improve reimbursement and sustainability for rural hospitals. Her cross-functional leadership and problem-solving skills have driven success in financial operations, tech transformation, and regulatory compliance across complex healthcare environments.
Keith McNulty is an accomplished healthcare transformation leader with 25 years of experience in healthcare strategy, operations, technology and finance. He specializes in improving provider finance, operations, and technology through enterprise data and analytics, workflow redesign, and EHR/ERP enablement. As a trusted advisor to healthcare leaders, he delivers measurable results by aligning strategy with execution across clinical, operational, and financial domains. He’s led healthcare consulting engagements for providers, payers, and health-tech organizations. Keith’s previous work includes Deloitte Consulting, PwC Corporate Finance, and leading strategy and process improvement for the successful turnaround of a long-term care insurance company.
